Your Harley Davidson is powered by a push rod engine. These rods are the only link between the valve stems in your engine head and the camshaft. Solid pushrods are great and durable enough to transfer the motion of the cam profile to the valves for precise intake and exhaust intervals. They never come out of adjustment. But in this case, to make repairs in the valvetrain, the whole top portion of the engine had to be disassembled. To make it easier to carry out a camchest repair without physically removing the motor from the bike, some aftermarket manufacturers offer adjustable pushrods.
